Assessing and managing the implications of financial issues in the short and long-term, with clear financial projections to maintain cashflow and financial sustainability.
• Establishing and maintain procedures for timely processing of operations such as: payments, monthly and year-end accounting, bank and cash management, filing of electronic and hard data, staff payroll, tax deductions, monitor all advances and loans.
• Ensuring all the above are compliant with VSO financial management policy and local legal, taxation and other regulatory requirements. Working relationships with state institutions are required (such as tax department, MEF, Council for the Development of Cambodia)
• Leading on budget matters, with quality and consistency, and with leadership to ensure full cost recovery.
• Leading the annual budget preparation and on proposal budget development.
• Working closely with Programme team to ensure necessary financial support; and ensure that implementing partners have the appropriate level of support, including financial management assessment. Partnership management will be an area of focus and development.
• Leading the Finance and administrative team ensuring its effective contribution towards meeting the VSO Cambodia‘s objectives through delivering an efficient, customer-focused, yet compliance based service to the VSO teams (staff and volunteers) it supports. Manage staff members within a clear performance management framework, and to facilitate their individual development plans in order to optimize team performance.
• Ensuring proper VSO assets management and reporting
• Leading on audit processes and issues (annual self-audit, external or internal audits, and management response plans)
